A recent message from Phil Trathan has suggested that the freeware product PROJ.4 - (available at ftp://kai.er.usgs.gov/pub/Proj.4/ ) can be successfully used to convert files to the Lambert projection. The results using this package have been identical to those from Arc/Info. There is a unix version and a DOS version of PROJ.4, both are likely to be fairly clunky, but both are free.
